Financial issues should NEVER be the primary motivation for someone considering surrogacy. There are too many complex emotional issues to consider; no amount of money is enough to make it easy for a woman to give up a baby or babies that they have carried, regardless of genetics, unless the woman in question has a genuine desire to do good for someone else.
A lot of the time, a woman will sacrifice her life for more than a year and never get paid a single penny. Sometimes there are expenses, in the hundreds, or even thousands that a surrogate mother would be expected to cover and then get reimbursed for later. It's a horrible source of income, as it is completely unpredictable and unreliable. Women in the USA who are on government assistance are not allowed to be surrogate mothers.
People don't realize how important the surrogate's husband is because she needs her spouse's support 100% . He's the #1 source of support in all ways. Not all journeys are peaches and cream, and surrogacy is absolutely not right for most people. Also, when a woman or a couple hire a surrogate mother, there's a contract that lays out the responsibilities of both parties. I'm pretty sure the surrogate having an abortion would be a breach of this contract.
As far as the age is concerned, I think that if at 18 you can be a United States soldier and risk your life, you should be able to be a surrogate mother ONLY if the woman is emotionally ready for it. And I think the rule of having one child before doing it, is good. (:
