Let's just say boehner doesn't allow the senate bill to come to the floor and then the house tries to do their bill but never finish it. What happens then? When does the bill HAVE to go to conference? And can boehner stop that?

If House doesn't pass anything, then it never goes to conference. No CIR.

Agreed,the reason behind the prospects for reform being all over the place is simply because Speaker Boehner all over the place with wording or lack there of.

I think House Democrats should just try the discharge option on the Senate bill if possible.

Boehner WON'T allow the bill to come to the house. He's clearly stated that. He will resort to something known as the "The Hastert Rule" as a shield. What happens next is that House presents its own version of Bill (if they ever do). Then this new bill could possibly strip current bill of provisions added by democrats and other provisions that are a foundation to entire senate bill. Then the senate (especially Dems) will be unhappy and by the time conference call takes place bipartisanship could be dissolved.... Should I explain what comes next? I rather not....

This is what we appear to be looking at right now. Then again, politicians suffer from amnesiac so whatever they say today will be forgotten tomorrow.

Would be pretty insane if the House did discharge petition on S. 744 and passed it AS IS. No conference committee needed.

I think this is very unlikely to happen with the immigration bill. House conservatives are threatening to depose Boehner if he brings up the bill. And so any Republicans that would sign on to the discharge petition would be risking their careers as well.

There's 201 Democrats in the House, so 17 Republicans would need to join and risk their careers for this to happen.
