I've read somewhere that you don't pay filing fees when applying for VAWA, I751, how true is this ?

Partially true. You can file I-751 with I-912 to seek a fee waiver if you're a recipient of public benefits, made less than 150% of the US poverty line, or have some compelling circumstances (e.g. high medical bills) that would warrant a fee waiver.

This holds true for basically all VAWA associated forms. Only I-360 is free no matter what. Everything else (I-485, I-765, I-131, N-400, I-751, or EOIR-42B) is case by case basis.

Abuser or perpetrator can be anyone
You have to report the crime to authorities and partake in the criminal investigation and the relevant law enforcement department has to sign off on I-918 supplement A
Overcomes basically every single ground of inadmissibility short of the absolute kiss of death ones (e.g. partaking in genocide, being a nazi back during WW2, and few others, can overcome a permanent bar or false claim of citizenship even)
Spouse (U-2) and children (U-3) under 21 can tag along. If you are under 21 at time of filing parents (U-4) and siblings under 18 (U-5) can also tag along.
No time limit for filing

for I751, filing VAWA and its asking for wife's address, should I leave it blank or put NA since I don't know where she moved to ? also on page 7 its asking for wife's information and on page 8 its asking for her signature, should I leave them all blank ?

For a waiver filing the spouse doesn't have to sign, so that part would be left blank. For her address you'd put down "Unknown, see attached explanation", and basically write a note that she moved out to fuck know's where and the last known address you have is where you lived together.

I actually don't know, but there's a reason why VAWA and Domestic Violence U-visas get handled by a special team in Vermont, those are people trained specifically in recognizing and reviewing domestic violence and domestic abuse claims. Generally you want at least a psychological evaluation from somebody that does them for VAWA applications, they'll know what questions to ask and put everything into a neat package. That being said, you can get approved without one. I submitted a pretty grisly self affidavit that went into a lot of NSFW detail and got approved. I was RFE'd but only for the bona fides, my letter convinced them from the get go.
