The GOP biggest issue with immigration is granting citizenship because it is seen as amnesty and most immigrants vote democratic. If its just work permits with no voting rights or possibility of citizenship, they are all for it since it would help solve many economic issues. The push for citizenship is a major reason for the immigration dead lock.
