You don't have to have an appointment to get your passport (I'm assuming Mexican consulate...?)--it's just a bunch of bureaucracy. That number they give you is to phone operators in Mexico who are ignorant and unsympathetic to the urgency you might have.

I suggest just going to the consulate--but go early! You must be there before they open so that you are one of the first attended. That is imperative. And you must be firm with them, most consulate workers are condescending assholes who treat people like mindless sheep unless you show them otherwise. When they ask you for your appointment, you can lie and tell them you lost it but tell them that you cannot wait for a new one because you have your biometrics appointment and they will not take any other form of ID. Make sure you express the importance and urgency you have. Have everything ready: the passport application which you can download from the consulate site, two passport photos, your birth certificate and a copy, a photo ID (such as a matricula) and a copy. With the right character and a little luck they will allow you to process your passport that day without an appointment

That is how I did it when I got my passport back in May. I called that 1-800 number and was routed to some idiots in Mexico City who would only give me an appointment almost a month away. Decided to go directly to the consulate with everything ready, showed some balls, and was able to get my passport that same day. Might be a little harder to pull off now because there is probably a higher demand for passports but worth a try!

Is biometrics the last step in the process before final decision? i.e can we reasonably assume that our application is approved if we are this far along?

Yup! Make sure you make a good Imprsession and dress adequately! This photo will be on your EADs and future job employers will look at this

Here's my timeline:
mailed application August 16th. It was received August 17th at 12:17 pm and signed by JC. I received 1145 notification August 24th 1:40 am, and the I 797c came August 28. Today is September 1, and I received my appointment for September 20th, 9:00 am, in Elizabeth New Jersey
