My Sister sent her green card to Vermont for marriage conditions to be lifted. The average national wait time set by USCIS for this task is 6 months. Vermont took 9 months!!! Its no surprise that Vermont are shifting their work load.

I wonder what determines how fast you get approved. Does it depend on how fast your background check clears or something? Because it's ridiculous that there are still August and September applicants waiting while a bunch of late applicants have already been approved.
No offense to late applicants, of course, but I guess the wait would be a lot less stressful for everyone if it was first come, first serve.
