Relatives in Home Country

Does anyone have relatives in other/home country that have applied for Canada and got accepted? If so, any tips?

I have a sister stuck back home. No opportunities there. Coming here is close to impossible. Even a visa to visit has been denied a couple of times.

Only other option i can think of is Canada..

Canada is a possibility but will depend on the immigration program she applies for. The points-based system requires testing and gives bonus points to those who speak French, went to school in Canada, or have Canadian work experience.

I also considered Costa Rica and Portugal as viable options
