How long did it take for the previous versions of DREAM?

I'm just wondering how long did it take for the previous attempts to pass the DREAM Act?? From the time it was introduced to the time when they actually voted it (and unfortunately failed )?

Does anyone remember?

i dont remember when the 2007 dream act was reintroduced, but it was defeated in October.

Noobstur, That does not matter. I would tell you if i knew how long ( i dont) but i will explain to you why it doesnt matter.

Short Answer:

It does not matter, because it is up to the legislators to decide how long it will take. If they really want to do it, and there is no opposition, then it could be like few weeks at max ( even few days). But if they dont want to do it, then it could take months or even years.

Longer answer:

Steps for a bill to pass and how long it takes for each:

1) Bill is introduced: ( Less than a day/ Senator Durbin introduced the bill)

2) it is sent to House and senate committees to get reviewed. The bill is reviewed and decided if it should move forward. ( fairly fast if the bill is priority. DA has already moved on from this committee i believe)

3) Now the bill is sent to Subcommittees. This is the place that might take some time. Hearing are heard, Bill is discussed, even amendments are added. Basically senators of that committee talk about the bill and hear others out.

Note: Here is the part that might take some time. If there is the vote, and when everything is heard and the supporter of the bill think there is enough vote, they will move forward and take a vote. If passed, it will be sent senate and house.

4) In senate and house, the bill is discussed. Amendments could be added, discussion on the bill is done, people can ask questions from each other, ... .

5) Now the bill is voted. If passed , then people from both senate and house will meet to discuss the bill ( usually the leaders)

a) if the bill that is passed is EXACTLY the same in both house and senate, then the bill is sent to President Obama for it to be signed ( or vetoed )


b) If the bill is not the same, then the whole process have to be done again .





Bottom line, it really doesn't matter how it was previously done or how long it took. Because it can vary depending how fast the legislators want to move with the bill.
