Can Dream Act be attached to education?

ok so ahead of immigration its health care and education correct. well if DA does stand as an alone bill, Obama and staff can push it along with education. Or is this not possible? am i being clear on this? then when the immigration issue comes along they will try to introduce or pass CIR. a possibility?

Well, the conventional wisdom right now is that Dream Act is tied too much to immigration to be attached to another bill not immigration related. Hope springs eternal, I guess, but if you want to place bets, Dream will be tied to comprehensive immigration reform. I know people have been burned a lot of times with the CIR route in both 2006 CIR and 2007 CIRs. However, the dynamics this year are really different with President Obama in office and the increased Democratic majority in Congress. Also, let's not forget that CIR 2006 passed the Senate but the Republican House refused to hear the bill.

Again, we should roll with the punches and make sure Dream passes in whatever legislative vehicle it comes in, and don't be scared of the CIR option because 61% of the American people agrees with us of the need for comprehensive immigration reform. Here's what Sen. Bingaman said about current Dream plans and the time frame of CIR.

What a great guy! However he says its more probable that it would be in CIR. I think we need to attempt to pressure Durbin andLugar to attach it to either education or a standalone, prior to CIR

After all the news articles and countless debates on CIR/DA, you're shitting me with making a thread for this. You could've found the answer in 5 seconds if searched.

Can one of the mods change the thread title, so it doesn't look like there's been a press conference pushing for the Dream Act or something. It's misleading.

Actually it'd be better if this thread is deleted.

Well isn't DREAM also in the House education and labor committee? It has not been read yet. One could assume it might be read and reported to the subcommittee by the time it is education's turn. Just speculations, but there could always be the possibility of that.

^Only for the Dream act in the House,the Senate version is still in the main Senate Judiciary.The current Chairman of the Senate Judiciary,Patrick Leahy,has passed a version of Dream act in the Judiciary before in conjunction with Senator Hatch.

I think if the Democrats use the 'Fast-track' option in an attempt to get Health-care reform & education there should be an effort to push Durbin to at least try to file Dream act as an amendment,but not to have it voted on in the Senate.

When the House & Senate reconcile their differences we can try to have it added in Conference committee then.It will be completely dominated by Democrats & will only require a simple majority in Conference committee,the Senate & the House where it will then go to the President for signing,since I believe it will be must-pass legislation.

They re-introduced DREAM act this march, 2009 already, to the Committee.
This is from WiKi... search around our Dream Act Portal site.... to get more useful information.

It is no way DREAM ACT is going to tie with CIR from my point of view. Not just that they have introduced this to the Congress again, but DREAM Act is easier : number is smaller, the only targets are the students and the educated young adults. CIR, is for the rest of the immigrants, whom do not meet the eligibility of the DREAM Act program.

If they happen to make CIR and DREAM Act together, it's just a waste of time, costly and very trouble. They knew better. If they want to get the support from the community, DREAM Act is the first Immigration reform bill they will take to pass!!!!

You can tell this by knowing the difference between DA and CIR. Plus, both DA and CIR have been out for a number of years. Not just 2006, 2007.
I haven't heard of any CIR 2009 yet. But DA 2009 draft in March, YES. They just haven't really into this bill as they have a "to-do" list.

The latest version of the bill introduced on March 26, 2009, has the following requirements:

* Have arrived here at the age of 15 or under; (note the change from 16 to 15, age is the same as previously but it is stated in different wording)
* Have lived in the U.S. for at least 5 years;
* Graduate from high school;
* Serve in the military or attend college for at least two years; and
* Have good moral character
