how would your ideal CIR text look like?

we did this exercise at the New York State Youth Leadership Council...

if you could construct a CIR bill right now... what criteria would you want it to have? how would it look like? (keeping in mind that this year is a do or die)

some starting points

*Must show that you are capable of providing for self, or have some one who will. (This one is pretty obvious, I know several people that are in this country just to breath precious oxygen and I would find it a shame and embarrassment if they too would qualify for CIR.

*Atleast 10 years in this country, if not more. (After all anyone who got here any later really just came to freeload of all the hard work of those who barely missed the 1986 amnesty.)

*Tougher Immigration Laws and Enforcement. ( It would help those who are undecided decide in favor of immigrants. I think that some people are thinking that the 1986 amnesty failed because the laws and enforcement were not applied, thus 12+ million people.)

OR! maybe, I just thought about this halfway through writting this.

Since it is a reform and not an amnesty per say. Then the whole system would have to be changed in order so that people have a much better way to come and work in this country. For example, Canada's point system.

More or less, this is what I’d like to see:

1) Deport all convicted felons.

2) Enact Dream Act, Uniting American Families Act, Ag Jobs (along with a $10,000 fine).

3) Allow all other undocumented immigrants to apply for permanent residency after paying a $10,000 fine. A payment plan should be offered, or even monthly deductions from earnings, for those who cannot pay right away.

4) Use 75% of these fines towards border security. The border security should become technologically competent to screen for possible terrorists. A physical border is not to be built as it would cripple diplomatic relations, and offer no benefits.

5) Use the other 25% to create a program that prevents employers from exploiting immigrants. Under no circumstance should E-Verify be used, as it does not screen fraudulent documents accurately.

6) Do away with the current visa system i.e. no more special visas for models, famous actors, billionaires, etc. Create just one visa for immediate family members, another one for workers that are needed by US employers (regardless of country of origin, level of education, arbitrary quotas), and a third one for special circumstances (refugees, battered spouses, etc.)

7) Ask congress to convene every five years around the issue of immigration. Any significant changes on immigration must be addressed immediately. In case of an emergency (i.e. dearth of American workers due to a draft) congress may be granted the authority to issue temporary worker programs.

8 ) Deport Lou Dobbs, Tom Tancredo, The Buchanan family. Since no country is likely to take them, they should be shipped off to Gitmo (waterboarding should be permitted for these individuals). Fox News and CNN should be fined $1000 regressively for every racist remark that was made during their broadcasts.

This should be part of every immigration bill. Haha

The ability to speak, read and write the English language should be in everything. It's time to tell/show everybody who comes here that we are the guests. So be fucking respectful and learn the language instead of expecting everybody to speak yours.

Its one of my biggest pet peeves...

I agree with almost all your points except the 10,000 fine. its ridiculous. I believe that about 2,500 should be good enough for fines, because think about it, if people pay 10,000 plus the forms, biometrics, lawyers, etc. it would come out to be 20,000 or even more!...Not everyone will have all that money.

You are so right, what do immigrants know about sacrifice? It's not like, you know, they had to leave their homeland and begin their life again, leave their family behind, work 2 or 3 crappy jobs, live in rundown apartments and live a marginalized life for lack of documents.
Seriously, let's not forget that immigration has deeper causes and it's above all a HUMAN issue. We have kind of bought into the anti-immigrant view that we should be ashamed of being immigrants because we are some kind parasites or something.

1. Yes, definitely some sort of fine- anything between $1,000 and $10,000 with possible payment plans.

2. Deport all criminals, anyone with a criminal record.

3. Secure the borders to keep the problem from growing.

4. Come up with a solid, attainable and timable plan for legalization of all illegal immigrants and immigrants in the process of legalization.

I know, very simplified, but there's no way I can come up with anything comprehensive enough, so I'm leaving it there

I think that the fine is fair. Remember, we'd be legal at that point, so everyone should be able to find a better paying job to help subsidize the penalty. By the way, the average American carries a $9,000 credit card debt alone.

Now, I realize that for some of us, it would mean just having to pay one $10,000 fine, whereas for many others with multiple children, etc, the final cost could come up to $100,000. So, I would like to see the option of financial plans available to people based on their specific needs. For instance, parents with multiple children could be given a waiver for the children so that, when each child turned 18, he or she could start paying the fine him/herself.

The reason, I think this fine would make a difference in our favor is because of our current financial situation. Most people are pragmatic when it comes to immigration so an incentive like that would make it easier for people to go along with CIR.
