Kyl confident Congress won't reform immigration in '09

Congress may launch a fresh discussion of comprehensive immigration reform this year, but won't pass any legislation, Senate Minority Whip Jon Kyl, R-Ariz., predicted Friday.

Kyl said he met Thursday with Homeland Security Secretary Janet Napolitano, President Barack Obama's point-person on the issue, to discuss prospects for a 2009 bill. They're grim, he told Napolitano, the former Arizona governor.

The Senate likely can't squeeze a hot-button topic like immigration onto an agenda already crammed with health-care reform, cap-and-trade energy legislation, a Supreme Court confirmation, a big treaty and appropriations bills, Kyl said.

"To try to do immigration reform this year would be an impossibility," Kyl told the media during a news conference at his central Phoenix office. "Secondly, the consensus that existed, such as it was -- it wasn't good enough to pass (in 2007), but at least the consensus that I helped to create -- has to some extent fallen apart. (Sen.) John McCain (R-Ariz.) has made the point that the unions now, which were at least somewhat neutral on the question of a temporary-worker program three years ago now are adamantly against it and say they'll fight it. Well, one of the elements has to be a temporary worker program.

"That consensus needs to be recreated. It's going to take a while to do that."

John Kyle is probably hoping CIR doesn't pass. I don't really care what he thinks is going to happen.

Btw, what consensus did he help create in 2007?
