I used google translate to read it. According to that info, the new security is going to be implemented starting next year am I correct? Additional forms of ID other than Driver's license are going to be required for national flights?

I found more information on the topic....Looks like if your state at least offers REAL-ID compliant cards, they can apply for a waiver. Thus, your state ID (non-REAL ID) will remain valid by federal agencies until at least May 11,2011. I'm not sure if this includes national travel within the states, however.

Wisconsin, and all other states, received from the DHS an initial REAL ID compliance extension, until Dec. 31, 2009 Because of this extension, federal agencies will continue until Dec. 31, 2009, to accept Wisconsin driver's licenses and identification cards that are not REAL ID-compliant as proof of identity. After this date, if Wisconsin is not in material compliance with the requirements in the REAL ID Act, federal agencies will not accept Wisconsin driver's licenses and identification cards as proof of identity. However, if Wisconsin is in material compliance with REAL ID by Jan. 1, 2010, Wisconsin may request an additional extension that would allow postponement of full compliance until May 11, 2011 If such an additional extension were granted, although the DMV would have to begin issuing fully compliant REAL ID driver's licenses and identification cards by May 11, 2011, federal agencies would not require REAL ID-compliant driver's licenses and identification cards as proof of identity until Dec. 1, 2014 (for persons under age 50 on that date) or Dec. 1, 2017 (for all other persons)

Maybe this is actually a blessing in disguise........it seems to be partly true because it concerns Real ID requirements & some states have not requested an extension.Imagine every US citizen being required to carry a passport or proof of US citizenship to enter on a plane locally in the US or to enter federal buildings to pay taxes in a State that isn't compliant in this recession.A recent statistic I read said airtravel has been down 62% since the year 2000.....

Remember that Real ID was passed "to Issue Federal ID standards & prevent terrorism" but I don't think any lawmakers[mainly conservatives] really knew what that meant, until now !

Quote:
The first part we know about - the establishing of standards. Today we’re going to try to deconstruct the deadlines.

We first see that states have the ability to seek an additional extension of the compliance deadline to May 11 2011. But they have to demonstrate material compliance to the core requirements. My, possibly flawed, interpretation of this is that states which are working hard to meet the requirements can be granted an extension.

Federal Register: September 28, 2009 and changes the deadlines listed above. This final rule changes that deadline date to December 1, 2009.

That deadline has passed, and in order to be granted that extension, states had to demonstrate they are working towards compliance with the federal mandated standards.

The issue is that many states have no intention of complying. Will the feds grant then an extension because it’s too embarrassing to admit that they have forced through an Act that these states find objectionable?

The summary further continues that the DHS (Department of Homeland Security) understands the difficulty in replacing every single driver’s license in the state with REAL ID-compliant cards. Think MAJOR cost here. States that are working hard to meet the requirements but now have to send out new licenses to all residents (legal residents of course because no undocumented residents should even have a license according to the Real ID Act) have been granted even more time. They have until December 1, 2014 for people born after December 1, 1964, and by December 1, 2017 for those born on or before December 1, 1964.

Let’s say we live in a state that is in compliance - or at least working hard to comply. They get an extension in order to allow them time to replace all the driver’s licenses in the state.

Now, in those states, residents can continue to use their driver’s licenses which are not in compliance with the standards yet as ID. However, those folks who live in states not working towards compliance can’t use their driver’s licenses and must carry a passport????

Maybe this was simply an ill-conceived (read that as stupid) idea and now no one knows what to do about it? Maybe all our senators and representatives failed to carefully read this Act before they voted for it.
It gives some prominence to the issue of immigration imo,it is not only "illegal immigrants" that suffer under the law no matter how "good" the intention perceivably. The early part of next year should be interesting as maybe there will be a general interest to actually LOOK at the issue seriously if even US citizens are affected !
