So I'm planning to go down to San gabriel this august and my friend was telling me to use my cousin's Driver license. We don't look alike, but at the same time , my passport is also no good(with a expired I-94visa and it's expiring on aug 20th. But would be using the Id safer?

The passport is safer.
Using the passport they will most likely only confiscate the car.
You can always get your passport renewed at a local embassy or consulate.

Using an ID that is not yours will result jail time and possible deportation.
