What does proof of address have to do with a SSN?

I don't think you need a SSN to take the GED

Have you asked if they take anything else? How about a foreign passport?

I took mine in MD and they don't ask for SS. I actually erroneously sent the application with my ITIN and they sent it back to me and told me to just attach a letter saying I didn't qualify for a GED. They did require an ID, don't know if a passport qualifies or if the want an state issued ID.
