Are we considered permanent residence?

Filling out some school applications right now. Two questions asked are, "What is the country of your citizenship," and "what is the country of your permanent residency."

Of course the first question is not U.S, but what about the 2nd? I think ive heard that if you live more than 4 years in the U.S, you are still considered a permanent resident but not a citizen (lived here 16 years). Am i correct? Thanks mates

If it's for a school in the US then no you aren't a PR. Permanent residents are people who have green cards. . However if it's for a school in another country then yeah, you would put America because it's where you reside.
