This version looks a lot better than the previous... Although I don't like the new 10 year period for CPR, it makes the bill a little more passable..

I read it. It looks to me like it won't be a green card, but a type of visa that can adjust to green card after completing the military service or college requirement. So that tightens it up a bit.

Does this mean that new graduates only have a year to apply or previous graduates aren't eligible?

here is part of bill deals with non-immigrant status:

(3) CONDITIONAL NONIMMIGRANT.—
12 (A) DEFINITION.—The term ‘‘conditional
13 nonimmigrant’’ means an alien who is granted
14 conditional nonimmigrant status under this Act.
15 (B) DESCRIPTION.—A conditional non16
immigrant—

EAS10505 S.L.C.
1 (i) shall be considered to be an alien
2 within a nonimmigrant class for purposes
3 of the immigration laws;
4 (ii) may have the intention perma5
nently to reside in the United States; and
6 (iii) is not required to have a foreign
7 residence which the alien has no intention
8 of abandoning.

TUS.—
17 (1) EMPLOYMENT.—A conditional non18
immigrant shall be authorized to be employed in the
