Conservative lawmakers say the right often is abused by illegal immigrants whose children benefit from their parents' unauthorized entry into the United States.

Their effort is being spearheaded by state legislators from five states who visited Washington Wednesday for a press conference.

They suggested Congress pass a law that would alter language of the 14th Amendment.

They also want states to issue two kinds of birth certificates. One would be for children born to U.S. citizens and legal residents.

They also want a second level of citizenship to be listed on the birth certificates for “state” citizenship, which would determine their rights to receive state benefits.

“We are here to send a very public message to Congress,” said Daryl Metcalfe, a Republican state representative from Pennsylvania, during the press conference. “We want to bring an end to the illegal alien invasion that is having such a negative impact on our states.”

The issue is controversial because the Constitution allows only the federal government to define citizenship, which means any “state” citizenship definitions would be challenged in court cases, according to legal experts.

Legislatures in Arizona, Georgia, Oklahoma, Pennsylvania and South Carolina have tried to impose their own remedies on illegal immigration and all of them were quickly challenged or overturned by courts.

President Obama also spoke out against states that try to resolve illegal immigration on their own.

The new effort this week to redefine citizenship represents the latest challenge to Obama’s authority after strong Republican victories in the November elections.

The state lawmakers’ proposal also angers Hispanic advocacy groups.

The National Council of La Raza (NCLR) called the proposal “inflammatory, impractical and immoral.”

“The citizenship clause is a bedrock principle of civil rights and part of what makes us all Americans,” said Janet Murguia, NCLR president. “Never in our nation’s history have we amended the Constitution to take away someone’s rights and we should not do so now.”

Some members of Congress say they agree with the state lawmakers who want to crack down on illegal immigration.

Rep. Steve King (R-IA, who took over this week as chairman of the House Judiciary subcommittee on immigration, is sponsoring a bill to eliminate citizenship for children of illegal immigrants as a birthright.

I recently read a very interesting book on the Holocaust. Nazis were able to distinguish Jews from half Jews, quarter Jews and so forth down to 1/16 of a Jew. That was a prescribed norm in the Third Reich by scientists on racial purity (exact terms from the Third Reich vocabulary).
You are not an American if you can't trace your roots to the Mayflower. What a pile of bull. Nazi party of the '30ies is Republican Party of today...

Do you all believe they will succeed in amending the 14th amendment and making two types of birth certificates?

Amending the constitution is difficult but this proposal seems to attract many. My world history teacher in high school knew about my status and supported a path of legalize for dreamers. However, she also supported amending the 14th amendment to stop birthright citizenship.

It's definitely possible with a Republican president, filibuster-proof Republican congress, and a conservative Supreme Court.

I mean come on... American slavery anyone? Civil rights... It's possible.

Because the Democratic Party doesn't support stances such as ending birthright citizenship. It's akin to racism, and I know Obama will veto it.

If this stupid proposal(s) continue, I feel a big CIR march coming this year--like the marches that arose in May of 2006/2007 in response to the stupid (Sensebrener?) proposal. It would be good because it might put some pressure on Republicans to focus on CIR.

It is possible, but since you mention the CIR, what exactly is the CIR and what does it do specifically?

They will succeed if the Supreme Court interprets the 14 amendment to read how it was written. The docile part of the 14th amendment is the part that is being debated. It clearly states that if you come to the US with foreign allegiance which is what you are if your illegally in the country from another country if you give birth to a child that child is under what ever country there parent came from jurisdiction. It is going to be interesting to watch the Supreme court does on this . In any matter if your dreamer you want birth right citizenship to pass immediately so they will pass the dream act you want all immigration reform to pass so the dream act will pass.
