How many would like congress to pass a law that will allow people to leave the country without a ban?

No Federal law is required at this point, this can be done administratively. All it would take is either the President or Secretary of State to instruct US embassy officials on what to do.

Getting rid of the ban for dreamers would be easier than any kind of immigration reform. Don't you think?

There appears to be no movement on immigration. Getting rid of the ban would help a lot of people and would not be seen as a concession by the repubs.
