Kay Bailey Hutchison told business leaders Tuesday that she now would work to pass a lesser version of the highly contentious bill, one that would not provide illegal immigrants a path to citizenship.
Hutchison, R-Texas, told the San Antonio group that she could not support legislation that includes “amnesty” provisions of citizenship, which was included in the DREAM Act. Instead, she said, she wants a bill that would protect foreign-born students and those who serve in the military from being deported — but would not want them to receive automatic citizenship here.
“To me, it is a clear-cut issue that we should not deport young people who have been educated in our school, who many times have a college education, who we encourage to go to college,” Hutchison said.
Hutchison was one of a half-dozen moderate Senate Republicans targeted in December by immigration rights groups to support the DREAM Act, a bill that would have provided an eventual path to citizenship for foreign-born children brought to the United States illegally by their parents. Eligibility required completion of two years of college or military service.
The bill narrowly failed in the Senate shortly before Christmas, in the midst of a hunger strike led by college students in San Antonio and other Texas cities.
Hutchison, who was handily defeated by Gov. Rick Perry in the GOP gubernatorial primary last year, made the nuanced comments Tuesday to the Greater San Antonio Chamber of Commerce, San Antonio Hispanic Chamber of Commerce and the Border Trade Alliance, all of which support comprehensive immigration reform.
Hutchison said she did not support the DREAM Act because of the citizenship provision — a key component in the bill supported by Democrats, Latino rights organizations and immigration advocacy groups.
“But I'm working on a new DREAM Act proposal because I think there is a group of people who had no part in coming into this country illegally,” Hutchison said.
Rep. Lamar Smith, R-San Antonio, told business leaders that as chairman of the House Judiciary Committee he would focus on streamlining legal immigration and worksite enforcement, including an expansion of the E-Verify program that allows employers a means to check the immigration status of potential employees. One million immigrants, he said, are legally admitted to this country every year.
Although some senators share an enthusiasm that a bipartisan deal on comprehensive immigration reform can be reached, Smith and Hutchison said it would be difficult to pass. The DREAM Act, passed by the House last year, was unlikely to win support in the new Republican-led chamber, Smith said.
Senate Democrats were five votes short of moving the bill toward passage in mid-December, when it failed 55-41. Three Republicans voted with Democrats.
In protest, college students in San Antonio and other Texas cities engaged in hunger strikes and tried to persuade Hutchison to vote for the bill, to no avail. She also was targeted by conservative groups seeking tight restrictions on immigration.
Since the DREAM Act vote in the Senate, Hutchison has publicly announced that she will not seek re-election, avoiding a likely contested Republican primary.
Louis Barrios, a San Antonio restaurateur, was encouraged by Hutchison's support for DREAM Act-style legislation.
“The politics are lining back up,” Barrios said. “People are seeing it as the right thing to do.”

Why would we risk our lives in war for a country that doesn't give us jack shit? Not being able to work legally and can't drive after serving the military?

If this bill grants us a student visa after serving military, that's a diff. story.. bc then we can actually work legally after graduating college and drive..

I'm telling you people. Campaigning is in full swing for 2012 elections. Get used to such ridiculous assertions. Our champion and father of the Dream Act was, is, and always be Senator Durbin. Nobody else can propose a "new" Dream Act.
