The Secretaries of Army, Navy, and Air Force, and Commandant of the Coast Guard could come in and allow individuals with the special EAD to join if they desire.

The program is currently on hold but if you're a EAD holder or some other form of legal papers besides a student or tourist visa and you have certain job skills that the Army would need you can be eligible to join the Army. It's called the MAVNI program. It's mostly for professionals and native speakers of certain languages. Basically they need more doctors, nurses and translators. It's a really good deal cause you get your citizenship in a matter of months and you skip being a green card holder.

I got a call from Fort Knox a few years ago to be a possible translator but my EAD expired already. If you think they have some skills that you would need i suggest for you guys to sign up. They take forever to respond but it can possibly be a good Plan B. Medical professionals don't like going into the Military cause they don't get paid as much haha.

^The MAVNI program expired some years ago but could the Department of Defense implement this via EAD alone definitely,Currently no!!!!

To qualify for the enlistment into the U.S. Armed Forces via the MAVNI pilot program, you should meet the following qualification criteria.
The applicant must meet the general qualification requirements of each branch of the U.S. Armed Forces, except for the citizenship requirement. Each branch has the different general qualification requirements, especially the age limit. So, please refer to the appropriate official website of the Army, the Navy, the Air Force, and the Marines you plan to apply for, to get the most up-to-date general qualification requirements.
The applicant must be in one of the following categories at time of enlistment

1.asylee, refugee, Temporary Protected Status (TPS), or
2.valid visa status (I-94) holder of E-1, E-2, E-3, F-1, F-2, F-3, H-1B, H-1C, H-2A, H-2B, H-3, H-4, I, J-1, J-2, K-1, K-2, K-3, K-4, L-1, L-2, M-1, M-2, M-3, O-1, O-2, O-3, P-1, P-2, P-3, P-4, Q-1, Q-2, Q-3, R-1, R-2, S-5, S-6, S-7, T-1, T-2, T-3, T-4, TC, TD, TN, U-1, U-2, U-3, U-4, V-1, V-2, V-3
