My sister has an approval notice dated oct 1994. I am a us citizen and would like to know if I can request an adjustment of status for her as a permanent resident. We both reside in the U.S. Does she qualify under 245I or do I have to file another petition.

Yes,she would be under 245i for the purposes of the petition. The problem comes in dependent on what country she is originally from in order for a priority date to be assigned. It takes anywhere from 11-23 years dependent on the country for a visa to be assigned.
