No in-state tuition with EAD?

Hey guys, I've talked to my counselor at a college, and she told me that - based on the person in charge of the financial stuff - EAD will not grant in-state tuition for undocumented students. She mentioned that only the Dream Act will.

I thought that the EAD grants in-state tuition...
Is this dependent on the state and the college you are attending?

It depends on the state. Some will grant you in-state, others won't.

Yes,but mainly the college's interpretation as well.

What? I thought Maryland granted in-state tuition. I'm from Virginia.

i live in NY, all colleges give you in-state tuition as long as you have high school diploma or have been living in NY for 5 years

I beleive I read that in Maryland they are gonna put it up for voting. So I beleive it depends on the voting results.
