Best bank to apply for a Credit Card?

Ha, that's funny. I have a bank account with BoA and I will try to apply for one with Wells Fargo. 
My friend recently got a credit card with a $2400 spending limit! 
She is still new to her part time job, and hasn't really started building her credit. I was amazed, and it peaked my interest. I would try the bank you currently have first. If they don't help you out, try another. I would imagine most banks/companies would give us $500 max, which is still good for me. Also, apparently Capital One hands out credit cards like hotcakes.
