How to apply for SSN?

Sorry for this noob question, but where do it go to apply and what should I bring?
I am living in NYC. I searched and saw someone said SSA an SS card center so I am confused.

I think I will wait until the MTA become normal first. Since both Brooklyn and Manhattan center are hard to reach with the train today.
Is that a problem to apply for the SSN a little bit later?

You go to SS card center.

SSA that is not SS card center only deals with welfare and Social Security benefit, not your application.

my card is on hold with DHS, should i call DHS hotline to figure out why it's on hold?
