"Get in the back of the line" and what it means

Obama's CIR proposal states that unauthorized immigrants already residing in the USA will be required to get in the back of the line for legalization.

What does that mean exactly? That we have to enter the lottery of people from our country of origin? That we have to be approved for green cards as if we were still in another country, such as through work or through familial petitioning?

We will be behind everyone who has already applied from our countries of origin? If true, I feel like this could mean people might be waiting ten years or more to actually get green cards while working with a temp permit. Such a concept is a little unsettling.

cant you just be happy? wtf? even if you have to wait 30 years us gov is giving us a chance here.

As long as they stop deporting people who just want to work and give them work permits, and thus being able to obtain a Drivers License.
