my friend went and she only used her workers permit. I have a state ID and a workers permit and a passport from my national Country. my workers permit is valid for for a temporary amount of time, but after all it is valid. It says no re entry to the United States once I leave, but seeing how PR is a US territory I think it might be legal. Does anyone know for sure if I'm allowed to go there?

I think it is not advised even if theoretically you can. There is a stateless person in U.S. who traveled to American Samoa and couldn't get back to U.S..

Here is the link: http://www.npr.org/2012/12/29/168255...american-samoa

but the news also says

Quote:
ICE maintains the Immigration and Nationality Act (INA) applies to the United States and its territories, except for American Samoa, which has its own immigration system.
Maybe Puerto Rico is safe to go.

I would not risk it. You could but even then you'd have to pass CBP and they can make a deal

That is so confusing and disappointing I really wanted to go! Can I at least go to South Padre Island? It's close to the Mexican border so they do check points, but I have my state I.D. (which says limited term on it), but it's still valid ! Is that legal ?

Puerto Rico is the only somewhat safe overseas territory that I believe one should be able to travel to and return without issue.

The only thing is that CBP checks for illegal immigrants on US bound flights sometimes and can request immigration documentation. These requests aren't necessarily to prove "legal entry" into the lower 48 but simply to prove you do legally reside in the United States. Therefore the State ID should be enough to confirm those details.

He went to American Samoa (american territory) then took a boat to Samoa (sovereign country). When he went back to American Samoa, immigration wouldn't let him in back to American soil since he had left the country.

Puerto Rico is american soil -- it's no different than flying to Hawaii. People born in PR are considered US Citizens & have all the same rights (except voting, since they are not a state).

That article was pretty clear on why he got in that state. He went into NON US territory. If you go to Puerto Rico, pay attention here it comes, take a DIRECT flight. DO NOT TAKE ONE that stops in NON US territory.

I wouldn't risk it how "close" a CIR is to passing and I don't have any reason whats so ever. However, I think there was someone who called CBP and ask them about this and CBP said it was fine for DACA just show your ID. But again, I don't think anyone with DACA has gone and back yet
