residence since January 1, 1982
were eligible for temporary legal status.
Applicants had to pay a $185 filing fee (to
pay for the costs of administering the program)
and demonstrate that they were of
“good moral character” (no criminal record)
and that they would not become public
charges. Temporary residency lasted 18
months, after which the legalized immigrants
became eligible for permanent residency
(i.e., “green cards”). In this stage, immigrants
had to show proof of English language
competency and knowledge of American
civics, requirements otherwise met for naturalization.
Approximately 1.75 million people
applied for legalization through the program
and about 94 percent of applications
were approved for temporary residency.

Wow that's really cheap but considering MIN wage was $3 I guess its a lot for 1986
