From the archives: A CBS Evening News report from Nov. 6, 1986, announcing that then-President Ronald Reagan had signed the Immigration Reform and Control Act, allowing illegal immigrants to become citizens if they paid a fine and back taxes.

Applicants had to pay a $185 filing fee (to

“good moral character” (no criminal record)

charges. Temporary residency lasted 18
months, after which the legalized immigrants
became eligible for permanent residency
(i.e., “green cards”). In this stage, immigrants
had to show proof of English language
competency and knowledge of American
civics, requirements otherwise met for naturalization.
Approximately 1.75 million people
applied for legalization through the program
and about 94 percent of applications
were approved for temporary residency.

Wow that's really cheap but considering MIN wage was $3 I guess its a lot for 1986
