Lets be clear.

The Senate has come up with a CIR bill that they will now debate on, amend, and vote on. After that the bill has to clear the House following the same process.
This is the first step. Nothing more, nothing less.

So lets be clear. Lets not treat this bill as the it. Lets not get into furious debates on whether this is a good bill or not, because its neither yet. It is a legislative fetus.

This is a starting point. We need to keep that in mind, keep a cool head, and keep any debate civilized.
