I don't think anyone can say.The House compromise seems to have an interesting touch-back provision so who knows if there might actually be an exploit to that for current overseas Dreamers who have left for sometime.

I suspect that even if an immigration bill passes there will be still be lawsuits in the courts asking..."Uhhh,What does that mean?"

I can see that many dreamers will still try such the person in this story.

yeah i know , that seems horrible of an answer but at this point where they are having such a hard time coming to agreements on immigration reform , really doubt that they will even consider bringing back more "illegals" even though they were raised here and all , really doubt it , i myselfs have friends who voluntary left and wishing to come back ,

Very very unlikely, any talks about immigration reform deal with people who either left voluntarily, or were deported in a sense that "They're gone, they're no longer a problem".

The way this is done is that the law, like DACA, will have continuous presence requirements — be physically living in the US for X number of consecutive years right before the law was enacted, and, be physically in the US when the law was enacted.

DACA even had a provision saying you had to apply from within the US, meaning they won't even consider any applications if the person is living abroad.

I dont see it happening

another purpose of a CIR is to deport people out who don't qualify because they have crimes behind their names

Yet he doesn't think so – despite the fact that in June 2012, President Obama signed the Deferred Action for Childhood Arrivals (DACA) memorandum into law. It offers legal status to those who have been brought illegally to the US as children, like Santamaría. He would have qualified, meaning he could have become a naturalized US citizen if he'd remained in San Diego.
Whoever wrote this article is either hugely misinformed, or they're assuming CIR will pass, which means he could have technically become a US citizen by staying...
I'm guessing it's the former.
