I can confirm that if Specter's new immigration bill is debated. Dream Act is included. You can find it under Senate congressional record page S10289 Subtitle B

I also have doubts on any CIR.

Most sources say this plan seems to just take away the 'justice fugitives' tag from illegal immigrants. They also say there isnt a path to citizenship.
So people would just get a permanent residency after a while? I dont know.

No taxation without representation, anyone?

The problem is that the right (our friend Sessions and company ) will consider ANY type of adjustment of ANY undocumented alien as Amnesty. Basically, if you are deportable or in violation of immigration law, and a law (any law) passes, saying in effect "we can't remove you anymore", It doesn't matter whether you get residency, citizenship or a visa that will legalize indenture servitude, THEY will Consider it AMNESTY.

Any type of adjustment, for these people translates to amnesty. Anything less than deportation means amnesty, to them.
