I think he's going to veto it. He vetoed it last year because he said the same things people say: we're taking the funds from the legal kids.

I dunno I thought that too.. but did you know what happened??
A couple of months ago, I remember right after CIR failed, Cedillo took out the part about DL to illegals from the REAL ID bill they were trying to pass..
Then last month, RIGHT before the session was about to end he put it back. Randomly. Making me think that maybe they had reached a compromise w/ Arnold
But then they ran out of time to get to all the bills! It was scheduled but they never got to it.. maybe next session..
