Driver License for the undocumented?

Which states would offer a Driver License to an undocumented without actually living there if he/she did not qualify for DACA?

Let's say an undocumented wants to get a Driver's License from a certain state. Can he/she travel there and get it without actually living there?

None. All States have a Residency Requirement for issuing IDs and Drivers' Licenses.

However, some individuals have always used addresses of friends/relatives that live in immigrant-friendly states to get DLs or IDs from those states.

True , Illinois will be issuing DLs to undocumented people in November.

California will also try to pass a bill to issue DLs. Although the bill is still on the early stages.

You don't need to change it to your name, you need to provide a utility bill and then an affidavit of residence where the person will say that they have been living there for so long and pay so much in rent and then have it notarized
