Is any body here 15? Or has a relative that apply at the age of 15? My friends brother wants to apply but he is only 15. Is there a reason as to why he needs to apply? Because they wont give him a work permit right?

151/2. that's when you can technically start working. you can argue that you need to start saving money for college and need apart time job. VOILA!

USCIS basically gives the EAD to everyone. Your friend has expenses which are being paid by his parents, therefore he needs the EAD to work to pay for those expenses himself.
