Obama Executive Action question?

Could Obama use executive action to implement another 245(i)?

I mean does he have the power to change the rules. Some people could change their status here?

Nope, 245(i) was activated by congress and it cannot be changed by executive action as far as I know.

Not 245(i) however he could make something similar.
He could issue pardons for illegal presence and parole to anyone being sponsored for permanent residence. Whereas it would not allow adjustment in US (unless you get sponsored as an immediate relative of a US citizen), it would allow one to undergo consular processing without a re-entry ban.
