Are you sure? If I remember correctly, it didn't go through because of their dipshit Gov. threating to veto it. Did they go ahead anyways?

Well according to this the bill itself did not pass, however, those colleges listed have changed their own policy to allow for ALL students to get the same tuition rates.

The battle for the Minnesota Dream Act and gaining access to education for more immigrant youth has been a very long and public one. Many of you reading this newsletter today have been a deep part of this movement. Although that struggle is not over and the Minnesota Dream Act did not pass, one huge step forward has been taken by this movement. Regardless of the loud anti-immigrant voices of some people in power, this past spring a total of 25 public colleges and some universities changed their policy in order to better adapt to the changing face of Minnesota. Because of the great effort students and allies put in, we were all able to move these schools and many legislators to allow all students, regardless of citizenship status, to attend these 25 schools at in-state tuition rates!!
In spite of the loud but lonely anti-immigrant environment, together we did it!!
Let’s savor this triumph as all of our voices together carved out the space for change!

wow, ALL students pay the same amount?
So technically even DREAMers and US citizens who grew up in another state could pay in-state?

Really?

I don't think so, this is the policy from one of the schools:

Quote:
Determination of Residence

1. Students who seek to qualify for in-state tuition must first meet the following threshold requirements:
  • Students must have resided in Minnesota for at least one calendar year immediately prior to applying for in-state tuition; and
  • Residence in Minnesota must not be merely for the purpose of attending a college or university.
2. Each of the following additional facts and circumstances will be considered when responding to a petition for in-state tuition. No one of these factors is either necessary or sufficient to support a claim for in-state tuition:
  • Continuous presence in Minnesota during period when not enrolled as a student;
  • Sources for financial support are generated within Minnesota;
  • Domicile in Minnesota of family, guardian, or other relatives or persons legally responsible for student;
  • Ownership of a home in Minnesota; and
  • Permanent residence in Minnesota.
3. The following circumstances, standing alone, shall not constitute sufficient evidence of domicile to affect eligibility for in-state tuition under these regulations but may be considered as part of the demonstration of the facts and circumstances listed above:
  • Voting or registration for voting;
  • The lease of living quarters;
  • A statement of intention to acquire a domicile in Minnesota;
  • Domicile of student's spouse in Minnesota.
  • Automobile registration; and
  • Other public records, e.g., birth and marriage records.

The policy seems to be similar to that used by actual Dream Act states, in that you must qualify as a resident of that state first before being considered for the tuition break.

That said... i thought the same thing as you when first going down the list .

That's really cool for Minnesota DREAMers. I looked up a bunch of these schools on collegeboard.org and there are a lot of 2 year and even 4 year schools in that list.

I didn't look at all the schools but I found one that offered a masters degree. I don't know if they include graduate school rates as well but it would be awesome if they did.
