anyone have a U.S. citizen sibling having trouble Filing for FAFSA due to parents

my sister is applying For FAFSA and they wont give her the funds because my mother who is undocumented does not file Taxes.. ITN is out of the question since my mom is having Trouble getting an Identification from her country... has anyone found a loop hole? or can I claim her as my dependent with FAFSA? or has anyone filed a Waiver?
