The official electoral college votes happen on Dec 19th, where 538 electors put in their final votes. The petition is towards the electors of the red States to not follow their State's decisions, by law, most of them do not have to. So there is a chance, but extremely slim and unlikely, as only 178 of the electors went against their State's decision in the US history.

I don't have a lot of faith in this, but it's possible, and legal.
