TSA clearance how to apply

Please advice how to apply to get clearance from TSA to be able to take flight lessons if I have a DACA status permit only??

I assume this is for a twic card or something similar? If so, TSA does not recognize deferred action as an applicable status for clearance. I know because I have tried.
