“Listen, we are not going to do a few billion dollars for border security and have the same problem a decade from now, two decades from now,” Meadows told reporters. “If we’re going to solve the problem, let’s solve the problem.”

He can't extend the program. If he does... DACA will be forever the law of the land, just think of this:
They closed and forbid applications from October until Jan 16 thats almost 4 months.
Courts would never allow for something to be opened then closed and then opened again on those basis. The only "extension" would be that they would just wait until Supreme Court Decision, which doesn't require any action from the president.

Most likely they will ask congress to pass something in the interim so its "constitutional"
