Take Spanish or French at your local community college. Always cute women in those. You're required to practice with your classmates, so getting to talk to the cuties comes with the participation. It makes it easier to get them to meet up outside of class since it'll be class related. Then you can go from there.


Bonus points if you're an older nigga in your late twenties or early thirties. You'll have an easier time with the ladies and they will be excited to be around you.
