Those two are still required. You can find those two are required under the instructions for I-765 application for work authorization.

Don’t overpay for passport photos. Take them yourself using a smartphone camera. Email/upload the photos so you can edit them on the computer. Upload the photo to epassportphoto.com (click on get my passport photo, then scroll to the bottom and click “do it yourself”, upload photo, and edit to where the green markers correspond to top and bottom of your face). Save the photo. Upload that same photo to Walmart photo center and click 4x6 photo. It’ll cost you $0.09 (delivered in 3 business days) or $0.28 (1 hour pickup)

Not all of us live near a costco. Walmart is typically $7.99. Walgreens/CVS $14.99.

I don't see why you need to pay that much when you could get 4 passport photos for 30 cents with tax.

I'm just saying OP can save time and money.

Also OP, don't forget to put your full name and alien number on the back of your passport photos. Alien number is the same number as USCIS # found on your EAD.

Brilliant cost saving website! Also not all of us are Costco members, which requires a yearly $60 fee. Thanks again Malignon!

There is no official guidance. The best I could say is no more than 6 months old per what the state department requires. Though if you are the type of person who’s appearance doesn’t change much then if you have ones from last year that’ll work
