My sister got approved and already got her notice of approval but the USPS tracking for the EAD shows it was delivered in mailbox on 03/18 . In Dallas TX she lives in Alabama . How is this possible??

Strange. Double check that her paperwork has the correct address on all her forms. If it is, then contact USCIS about the mistake. It is their fault, so they should mail a new EAD at no cost to your sister.

Does she lives in an apartment? If so check with the neighbors. That happened to me before.. they put it in the wrong mailbox.

Well
She actually got her card in the mail Saturday. So basically the USCIS system showed a wrong USPS tracking number . That was super weird .
