Possibly a bad development, but also a ray of hope, if McDonough was bound to rule against.

She may hold our fate in her hands, but cancer is some horrid shit to deal with so I send her positive energy.

That said, who's to say that the deputies won't uphold her thoughts on the situation? Perhaps she left some sort of guidance? I'm not totally sure how the deputies are to handle her duties.

That's a very good point you make, are the deputies supposed to follow her guidance or decide based on their interpretation, but even if they were to follow her guidance she wasn't give plan B yet before she went off duty so she couldn't have given any guidance imo.
