My mother can apply for her citizenship next month. She has an advanced stage of glaucoma and only has 10% vision in her left eye and about 70% in the right. She was declared legally blind. If we submit this form with her application would she be completely exempt from the exam since she can't see to read or write or would they make partial allowances for her and only ask her the history questions?
