Proof of Residence

So recently I found out that I am registered at a nearby CC as a non-resident. The lady at the office said I could change it to in-state just by showing proof of residence (done by the use of my high school transcripts).

I'll be going to the admissions office tomorrow and change my status so my fees will drop from $585 to around $20.

It should work, right?
If they don't reduce my fees, can I ask for an AB-540 form?

EDIT: Never mind about AB-540. I haven't graduated high school yet.

I also have a similar question. I am enrolling in my community college this spring. Now I plan on leaving the citizenship question blank but i want to get in-county rate. Here is the policy from the pdf file of the college:

RESIDENCY POLICY
A student’s residency status determines the amount of his or her
tuition and fees. Students maintaining a permanent domicile in New
Jersey for at least 12 months and permanent domicile in Middlesex
County for at least 30 days immediately prior to the first day of
classes are defined as Middlesex County residents and are entitled
to the in-county tuition rate.

The following documents may be submitted to the Offi ce of the
Registrar to verify permanent residency in the county.
Evidence of Residency
i. Sign and submit the Middlesex County College Residency
Documentation Form (available from the website and from the
Registrar’s Offi ce); stating his or her residence.
ii. Two of the following documents:
a. Original current lease or deed
b. Recent proper ty tax bill
c. Current utility bill
d. Current credit card statement
e. A signed Voter Registration Cer tifi cate
f. Valid New Jersey motor vehicle license or registration.
g. Two pieces of current business mail sent from an address
other than the College to the student at the Middlesex County
residential address
h. Where none of the verifying documents listed in (a) through (g)
are available, a notarized affi davit shall set for th the place and
commencement date of permanent residence, relationship to
the owner of the proper ty, and the term of any lease.
iii. A student under 24 years old, claiming himself or herself for tax
purposes, and not living with his or her parents or guardian must
submit:
a. A copy of his or her most recent New Jersey income tax form
b. A copy of his or her parent’s/guardian’s most recent
New Jersey income tax form

It seems to me all that they're asking is proof of residency with in the county without regard to my immigration status. I plan on using my bank account and either the lease or two pieces of business mail sent to my address. I live with my parents and i am under 24. Do you guys think this will work? Please give me some feedback.
