The Dream Act returns to the rotation Students sent support campaign

LOS ANGELES - Fifteen months after the last debate in the Congress of a law that of to be approved would give the residence to thousands of lacking identity papers, a group of students of California asked to resume the two-party conversations to be able to continue with its university studies.

It reforms migratory

During a protest carried out set against the federal building of the center of los Angeles, the youths of the movement Students by a Just Reform of Immigration (SJHIR) finalized a campaign to ask an extensive migratory reform that include the Dream Act and add a high one to the raids and to the deportations of lacking identity papers.

The Dream Act favors students who have no legal papers to stay in the country. Given a temporary residence and, after his studies, may apply for permanent residence andalusia immigration service.

"My father was deported, my family is destroyed," said Kevin, age 12, citizen of Peruvian descent, whose father was deported on September 27, 2007.

"My family was a hard-working immigrant family, they had his own business, my brother was in the prep school and I in the elementary school. When my friends spoke of the new music that left, I he spoke of the marches by the immigration", he affirmed the youth in an emotional statement.

Piece of theater

The students, met set against the headquarters of the Office of Immigration and Customs (HOIST), they represented a short theatrical piece in which they changed their suits of professionals, medical, merchants, workers of the construction and mechanics among others, by the characteristic striped uniform of the prisoners.

"In this way we want to show to the government and to all the people that are the future of the country and they are carrying us us or to our families to the jail in order then to deport us", declared Mirna, another of the youths whose family has been affected for the deportation.

Carrying placards with data as “46% of the workers of The Angels are foreigners" or "the 63% of the immigrants have marries own", the students asked the president Barack Obama that comply its promises of stopping the raids and the deportations and to prompt a reform of immigration.

"¡Obama listens, we are in the fight!" they sang the youths, some a hundred, upon going asking for their legalization.

Fears in increase

"Some of these youths they are afraid to lose its parents by the raids and other already they are separated of its family", emphasized the priest and activist Richard Road, of the Church of Our Lady of The Angels.

"We are you united supporting them to change the system of immigration and to have a reform of extensive and just immigration", explained Road, to the time that reported that after their protest, the students went to visit the democratic congressperson of California, Lucille Roybal-Allard, for ask their aid.

In opinion of Raúl Hinojosa, professor of the University of California The Angels, UCLA, is a critic for the economy of the United States that this year be done a legalization.

"Our studies confirm that the worse thing than can be done during an economic depression is to deport to the people therefore that enlarges the problem", maintained to the time that recalled that a legalization -even during a recession as that of 20 years ago- creates a base of economic development of the most vulnerable.

In turn, Angelic Rooms, director of MUSSEL, declared that with this campaign the example of youths is being presented that are taking action for its future.

" Their parents have been stopped during the casts or have been deportees or are young people who want to persecute a race but they cannot excel for being indocumentados" , he declared.

The last debate

At the end of October of 2007 the Senate of the United States rejected a motion to reopen the debate of the project of law Dream Act, that of being approved would give the permanent residence to thousands of students every year.

The proposal had been introduced by the democratic leader of the Senate, Harry Reid (democratic of Nevada), who counted on the endorsement of at least 50 of the 100 seats of the Senate.

After the voting 52 votes were obtained. The project required of a minimum of 60 to be approved.

The Dream Act was presented for the first time in the Congress in 2003. The Development, Relief and Education for Ally Minors Act, (Dream Act or Law of the Dream), permits that immigrant students lacking identity papers that were servants in the United States and they graduated of secondary Americans they have the opportunity to carry out their higher education and to have a road toward the citizenship.

Ever since it was presented/displayed in 2003, " more than 400 thousands of the best students in this country they have graduated as the secondary one with no hope to realise its studies superiores" , the National Council of the Race, the greater Hispanic organization of the United States warned at the end of 2007 July.

"We cannot leave that this talent continue being squandered. Now it is time for that the Congress approve it and permit that the tremendous potential that these students have can be taken advantage of for our communities and our country", emphasized the company..

The favored ones by the Dream Act would only gain the residence if they obtain a university title and if during the passage by the university they maintain the same level of qualifications obtained during the secondary one.

Good desires

The Dream Act " he will allow that these young people can become the type of citizens who this country needs, productive and responsible citizens who pay his impuestos" , he pointed the Race.

In 2007 at least three attempts - only in the Senate failed to approve the project.

The Dream Act does not authorize the undocumented immigrants to that they receive the financial aid for its studies superiors, but in case some of them can through project legalize his estatus, could have access to loans and training programs, explained the senator Richard Durbin (democratic of Illinois), one of the authors of the project.

The project is endorsed, besides the Race, by The American Federation of Work of Industrial Organizations (AFL-CIO), the greatest union of the country, as well as by tens of organizations that defend the rights of the immigrants.

Benefits of the project

* The Dream Act would permit that some 65 thousand students lacking identity papers graduates of secondary adjust their status to legal resident conditioned by six years. * The visa of temporary residence would be offered only if the student entered to United States before the 16 years.

* The student favored has to have lived in the United States during the five previous years to the approval of the law. * The student has to possess good moral character, to show good behavior and not to have criminal antecedents.

* The students benefited will win the final legal residence if during the 6 years with temporary residence they obtain a university title, and if during the step by the university they maintain the same level of qualifications obtained during the secondary one.

* Also they should serve at least two years in the armed forces or to carry out 910 voluntary working hours in programs approved by the department (department) of National Security (DHS).

That last portion: "También deberán servir por lo menos dos años en las fuerzas armadas o realizar 910 horas de trabajo voluntario en programas aprobados por el departamento (ministerio) de Seguridad Nacional (DHS)."

It's saying that on top of all the requirements we'll have to serve at least two years in the armed forces or do 910 hours of community service in programs approved by DHS. Is this true? I've never heard anyone mention this part of the DREAM act.

There used to be a portion of the PAST Dream Acts where it required community service as an option.
