Rep. John Carter of Texas has voted against comprehensive immigration reform in the past. he is also against in-state tuition, educational benefits, welfare and health care services for undocumented persons.
He has also voted in favor for the expansion of foreign worker visas.
Perhaps he will vote for CIR if it includes an expansion of the amount of foreign worker visas, and tougher enforcement of current immigration laws.
