In the "On the Issues" portion of Rep. McCarthy's website, he discusses immigration and his stance against any kind of amnesty for undocumented immigrants.
"As a nation founded by immigrants, we should continue embrace the individuals who wait in line and come to the United States legally to work hard and contribute to our society. However, we should not provide any amnesty that would benefit those who defy our laws and enter the United States illegally. In order to reduce the number of illegal immigrants in our country, we must enforce the laws that already exist. In order to do this, we must secure our border by using both physical as well as electronic barriers. We should also ensure that illegal immigrants are not receiving any of the benefits that are reserved for American Citizens."
"However, I did not support the Senate-proposed legislation because I disagreed with how it addressed the roughly 12 million illegal immigrants currently estimated to be in the United States. Individuals who wish to immigrate to the United States should do so through our legal process by following the normal path to becoming a citizen or resident, and not by breaking U.S. laws when entering our country." - Rep. Based on these responses and his strong stance on border security, it is very unlikely that he would sponsor DREAM Act as a standalone initiative.
