I thought the same thing all along. Unfortunately TN is one state that does not recognize DACA as valid for the residency requirement for in-state tuition, we met the representative at the school...

I would say do not fill out I9 with false info, especially if you are waiting for your DACAments, just put off filling the I9 if you can until getting your new EAD.
