Undocumented immigrant can apply if they are under 245i. If you applied last year to DV-2013, keep your number because there's a chance on Oct 22 that more winners will be selected.

Undocumented can apply,but only those under 245i can have a successful interview inside the US if they meet the requirements.In fact,I believe one DAP mentioned they had won it last year and had the interview sometime ago.

Hi guys if one of you can provide a link to this information that mentions 245i as a requirement of applying for diversity visa I'd appreciate it. I know that it is a lottery but I did think of it as an option for me as far as permanent resolution but if I've been mistaken this whole time I would like to know for sure. If only so I don't keep wasting my time and energy on it.

I didn't find any mention of 245 i being a requirement for applying. Also when i read the 245 i law it basically states If you were physically present in the United States on December 20, 2000, and an application for labor certification was submitted on your behalf on or before August 15, 2001, or if a family-based petition was submitted after that date based on a familial relationship which existed on August 15, 2001, then, you are qualified . But since the law in itself would give applicants permanent residency then why would those same people have to join the lottery to begin with?

I hope you can see my confusion and morseo can help me to understand what I'm missing.
